Vilem Adamec (1953)
The head of the Population Protection Department of the Safety Engineering Faculty of Technical University Ostrava (VSB TUO). Specialized in the area of population protection, crisis management, integrated rescue system, civil emergency planning, and protection of critical infrastructure.
The graduate from Technical University Ostrava, Mining and Geological Faculty, Fire Protection and Industry Safety Branch (1977). PhD degree achieved at Safety Engineering Institute with the same faculty with a dissertation paper called “Management of Rescue Actions – Operation and Information Centers” in 2002. Habilitated at the Faculty of Safety Engineering of VSB – TUO in 2009. The topic of his habilitation thesis is :” The Study of the Possibilities to Determine the Level of Civil Emergency Preparedness of Territorial Units”.
The author and co-author of 16 specialized publications and more than 30 essays in proceedings of international conferences in abroad, more than 40 articles in national and foreign professional journals. The member of several scientific councils, commissions and editorial boards of journals.
Milos Balaban (1962)
The chief of the Security Policy Department of the Center for Social and Economic Strategies at the Faculty of Social Science of Charles University. Specialized in security policy of the CR, international relations, and prognosis of the security situation development in Europe and in the world.
The graduate of Military Academy in Brno (1985). In 2000 he finished postgraduate follow-up study at the Institute of International Studies of the Faculty of Social Sciences of Charles University with specialization in the issue of the Russian Army and Russian Society.
He regularly publishes in a wide range of periodicals, is a member of the advisory boards of the journals “Army Prospects” and the Science for Population Protection, he is also a member of several work groups and professional commissions.
Marian Bojko (1979)
At the present time he is working on the VSB-TU Ostrava, Faculty of Mechanical Engineering, Department of Hydromechanics and Hydraulic Equipment as assistant manager of department. He is school leaver of field hydraulic and pneumatic equipment Faculty of Mechanical Engineering VSB-TU Ostrava, which he finished in 2002. Primary objective of work is educational activity (teaching of object Mechanics of liquids, Method of finite volume in flow, 3D flow, etc.). Within of research he deals with numerical modeling of turbulent and laminar flow in various energy applications including of heat transfer and radiation, 3D analysis in metallurgical processes multiphase flow with heat transfer, combustion of gaseous, liquid and solid fuel including of chemical reaction. He participated on the solutions of projects GACR, MPO, COST respecting problems of heat and mass transfer.
Stanislav Bradka (1949)
The Head of the National Institute for Nuclear, Chemical and Biological Protection, Pribram.He specializes in toxicology, radiation and biological protection.
A graduate of the Charles University in Prague, Faculty of Medical Hygienics (1974); Ph.D. in the branch Fire Protection and Safety (Faculty of Safety Engineering, VSB – Technical University, Ostrava 2010).
He is a member of the Scientific Board of the Faculty of Safety Engineering, VSB – Technical University in Ostrava.
Ladislav Burita (1945)
Academic staff of the University of Defence, the Department of Information Systems and University of Tomas Bata, Department of Industrial Engineering and Information Systems. He works in the field of research and teaching of information and knowledge systems, design, development, management and integration. He puts an effort in raising of academic workers.
VAAZ graduate, military computers branch (1970), where he also completed postgraduate scientific studies (1985) and habilitation (1991) and in 2003 became a professor at the same school.
He participates in activities of scientific and technical institutions, Ministry of Defence, Defence University and the University of Tomas Bata. He is responsible for a research plan of the Faculty of Military Technology at the University of Defence and defence research project. He is a member of scientific boards of both institutions and is an active member in the program committees of several international scientific conferences.
Tomas Capoun (1956)
He is a research worker of Chemical Countermeasures Department at the MI – GD FRS CR - Population Protection Institute in Lazne Bohdanec. As a head of an accredited chemical laboratory he deals with the subjects of analytical chemistry, chemical reconnaissance, laboratory checking, and decontamination of chemical accidents including those caused by chemical warfare agents.
In 1980 he graduated from the University of Chemical Technology in Pardubice, Department of Technical Analytical and Physical Chemistry. In 1987 he completed a study of an external scientific PhD at the Military college of Ground Forces in the field of Weapons of mass destruction and protection against them.
So far he has written 137 professional articles and produced 108 research reports in his professional career. He has participated in 6 monographs, 6 handbooks and textbooks. In 2005-2012 he lectured dangerous substances issue at University of South Bohemia in Ceske Budejovice.

Irena Cespirova (1962)
The Head of Mobile Group Department of the National Radiation Protection Institute (SURO), graduated (Ing.) in 1986 of Faculty of Nuclear Science and Physical Engineering of the Czech Technical University in Prague. Her specialization is Emergency Preparedness and Response in the field of Radiation Protection, aimed at decision support for Crisis Management and field monitoring. She participates on the design, development of methodologies and on operation of the Czech Radiation Monitoring Network (RMS), especially for the Mobile Monitoring parts of RMS (ground and airborne). She participates on Security Research Projects both on national and international levels.

Zsolt Cimer (1975)
The official of the General Directorate of Disaster Management, Ministry of Local Government and Regional Development. Specializes himself in hazardous substances and industrial accidents.
A graduate of Chemical Engineering Faculty, Technical University of Budapest, where he obtained a title - Chemical engineer (1999). Currently he works on his postgraduate studies at National Defense University of Miklos Zrinyi in Budapest.
Co-author of 2 technical publications. He was involved in elaboration of security documentation for more than 20 companies with hazardous production. Member of the Association of Hungarian SEVESO experts.
Dvorak Otto (1947)
Deputy director of the Technical Institute of Fire Protection, General Directorate of Fire-brigade of the Czech Republic.
Head of research and development department. He specialized himself on fire research and development, fire safety of buildings, fire cause investigations, and application of statistics and likelihood in fire safety.
Graduate of the College of Chemical Technology, Faculty of Chemical Technology in Prague in 1970. He defended his doctoral thesis on „The issue of determining the concentration of explosion limits of flammable gases and vapors of flammable liquids at VSB – Technical University of Ostrava, Faculty of Safety Engineering, in 1999.
In his professional practice he has published many expert statements, and research reports. He is an author or co-author of six monographs and many standards (ISO and EN). He is a member of several expert working groups of technical commissions (ISO, CEN, and IEC), technical normalized commissions by CNI, and the Ministry of Interior representative for accreditation of Certification Authorities by CIA Prague.
Jaroslav Dvorsky (1961)
Assistant Professor at Department of Technical Sports and Martial arts, Faculty of Physical Education and Sport, Charles University, Prague. In the field of scientific research he focuses on the diagnosis of individual psychological characteristics of people in terms of limit activities, mental endurance and the actual mental condition.
A graduate of the same faculty ( 1987 ). In 1992 - 1998, he completed postgraduate studies of Kinanthropology (sports psychology), concluded with defending a dissertation work on the topic of “Variability of mental endurance in sport activities” (1998).
Author or co-author of 2 technical publications, 2 contributions to technical publications, 2 articles in professional journals and 3 contributions to the conference proceedings.
Jacek Dworzecki (1971)
Scientific and didactic worker at the Institute of Social Prevention in Gliwice College of Enterprise (Poland). He deals with the issues of organizing and activities of police units in the Polish territory in the 20th and 21st century.
In 2002 he graduated with the title of Master of Physical Education Academy in Katowice and in 2008 he defended his thesis on "Police in the region of Silesia between 1922-1939" at the Academy of Jan Dlugosz in Czenstochova, thus he obtained the scientific degree – doctor of humanities in discipline history. In 2009 he graduated from Police Academy in Szczytna (Poland), where he teaches students and policemen as an associated lecturer.
Co-organizer and participant in many conferences devoted to issues of internal security. Author of several dozen publications, monographs and textbooks. Permanent collaborator of periodicals published by the Police Academy in Szczytna and Police Presidium in Warsaw: a quarterly edited magazine of senior police force "Policja [police]," Przegląd Policyjny "[police summary], magazine" Policja ", illustrated historical overview" Policjant [cop] . Member of the European Association for Security.
Jan Eichler (1952)
He works as a research worker at the Institute of International Relations, Prague.He specializes in international safety relations.
Graduate of Military Academy, Bratislava (1974).
He is an author of 8 professional monographs, 5 articles published in world databased journals, and 55 articles in reviewed journals in the Czech Republic, Slovakia, France, Germany, Poland, Turkey and Romania; leader of 5 and co-author of 15 grant projects.
Milos Fiala (1941)
Works at the Faculty of Physical Education and Sport Charles University in Prague, guarantee for the study branch Population Protection in Emergency Situations.
Graduated from Czech Technical University in Prague, Faculty of Mechanical Engineering (1972). In 2005, he completed doctoral studies of Kinanthropology at the Faculty of Physical Education and Sport at Charles University.
Author or co-author of a number of technical publications, manuals, textbooks, contributions to professional journals, publications and conference proceedings.
Throughout his life he has involved in physical education and aviation, and even in international organizations.
Stanislav Florus (1963)
He is an NBC Defence Institute of University of Defence employee. He occupies a position of deputy director of above mentioned institute. He devotes to education within subject concerning individual and collective protection and protection against Toxic Industrial Chemicals in a framework of pedagogical work. He deals with problems related to construction of devices and tools of individual and collective protection and to testing materials used for individual protection´s construction and non-tough devices for collective protection in the framework of experimental work.
In 1986 he graduated from the Military College of Ground Forces in Vyskov, branch of Military Chemistry. In 1991 he finished the Ph.D. study program at the Military Academy of Chemical Protection in Moscow and he gained a title of Ph.D. of technical sciences. In the year of 1996 he habilitated in a branch of Force and Inhabitants Protection at the Military College of Ground Forces in Vyskov.
He is an author or a co-author of 15 university textbooks, more than 40 papers in scientific publications and skilled information in conference proceedings of both national and multinational conferences, more than 20 scientific works and studies and 2 military rules. He has taken a part in 1 research intention and 2 projects solution.
Libor Frank (1975)
Group leader for Security Studies of the Department of Lifelong Learning Faculty of Economics and Management at University of Defence. He is engaged mainly in the areas of the security environment prediction and analysis of security threats and risks.
Graduate at Faculty of Social Studies at Masaryk University in Brno (Political Science, 1999).
Regularly published in professional journals and publications at home and abroad. Chairman of the Editorial board of the journal Defense and Strategy, a member of the editorial boards of several professional and scientific journals.
Libor Gaspierik, (1947)
